Traffic is a symptom, qualified demand is the test
Your SEO report shows more impressions, better rankings and a steady stream of organic sessions. The enquiry pipeline tells a different story. Forms are quiet, calls are poorly matched, or the leads want work you don't provide.
A useful organic journey needs several parts to align. The query has to express a decision your business can serve. The ranking page and its proof have to support that decision. The next action has to work, tracking needs to capture it, and the resulting enquiry still has to meet the business's qualification rules.
This is a diagnostic job. If you're planning pages before they exist, use the broader framework for mapping search queries to buyer decisions. Here, we're starting with pages that already receive visibility or visits and asking where qualified demand breaks down.
Define the lead outcome before auditing traffic
Start by naming the outcome that counts. "Conversion" is too vague if it combines newsletter sign-ups, accidental phone taps, job applications and suitable project enquiries.
For a professional service firm, the qualified action might be a booked discovery call from an organisation in the target market with an appropriate problem and budget. For a local service business, it might be a completed quote request inside the service area for work the team performs. Write the definition in plain language before opening a report.
Then document three layers of evidence:
- The website action, such as a submitted form, completed booking or tracked phone enquiry.
- The qualification signal, such as service fit, location, project size, urgency or budget.
- The business outcome, such as an accepted opportunity, proposal or sale.
Google Analytics can measure the first layer. Google's guide to marking important actions as key events explains how an event becomes available for reporting and attribution. Your CRM, enquiry log or sales notes have to supply the later layers. Analytics can show that a form was submitted. It can't decide whether the enquiry was suitable unless that business context is passed back or reviewed separately.
Check the implementation before drawing a conclusion. Submit the form, make a test booking, tap the phone link on mobile and confirm each intended event appears once. If the action isn't recorded reliably, "traffic but no leads" may be a measurement problem.
Build the query-to-lead evidence view
The audit follows one chain of evidence while keeping the reporting systems distinct.
In Search Console, review queries and pages together. The Performance report documents clicks, impressions, click-through rate and average position. Group related queries by the decision they imply, then identify the landing pages receiving those clicks.
In GA4, filter the landing-page view to organic search and compare the same date range. The Landing page report includes sessions, engagement and key events, and it can be broken down with traffic-source dimensions. Add CRM or enquiry-review totals separately once the web action has been checked.
Don't expect Search Console clicks and GA4 sessions to match. Google's guidance on using Search Console and Google Analytics together explains that the products measure different activities and process data differently. Consent settings, time zones, attribution, canonical URLs and other implementation details can widen the gap. Read them as complementary views, not one precise attribution table.
Search Console's query table is also incomplete. Google's explanation of performance-data filtering and limits notes that anonymised queries are omitted and that query totals can differ from chart totals. Use query groups as a strong sample of visible demand, not a complete ledger of every search.
An illustrative query-to-lead example
Suppose an expert-led firm groups one month of Search Console queries around "consulting cost", "consulting rates" and "consulting price". The group records 18,000 impressions and 620 clicks to a general educational article. GA4 records 574 organic landing sessions, 11 contact-form key events and 7 reviewed enquiries. Two enquiries fit the firm's minimum engagement.
Those values are illustrative and make no claim about an Off Piste client. Keep them as separate views because Search Console and GA4 don't reconcile by design.
The pattern still gives the team a question worth testing. Pricing-oriented searches are landing on an article that explains the discipline but gives no engagement ranges, scope choices or route to the relevant service. The first repair isn't automatically a new article or a shorter form. Inspect the live results, page role and enquiry notes before deciding.
Match queries to the decision you serve
Export the useful query sample and group phrases by the decision in their wording. Keep the taxonomy brief. The full planning method lives in the intent guide linked above.
Look for query families that are visible but commercially misaligned. A Perth firm may attract overseas students researching a profession. A specialist consultancy may rank for beginner templates used by people who want to do the work themselves. A premium service may attract searches for free tools or entry-level jobs. These visits can be engaged and genuine while remaining unlikely to become suitable enquiries.
Inspect the Australian search results for each important family. Record the dominant page types, geography, ads, forums and AI Overview presence. The SERP can reveal whether Google interprets the wording as education, provider selection, price research, local action or peer discussion. Check it directly because the shape changes by query, location, device and date.
In the illustrative example, a SERP dominated by pricing guides and provider pages would strengthen the page-role hypothesis. A SERP dominated by definitions and salary pages would point back to query targeting. If the evidence is mixed, keep both hypotheses open.
Give the ranking page the right job
A page can satisfy enough of a query to rank while failing to support the reader's next decision. Compare what the query asks with what the landing page is designed to do.

The distinction is practical. A pricing page built for an active cost decision needs different evidence from a comparison page for a build-versus-buy decision. A general article that receives both query families may need clearer internal routes. It may need to be consolidated, retargeted or supported by a page with the right commercial job.
Return to the illustrative pricing group. If suitable searchers want cost drivers and engagement fit, the smallest useful repair may be a pricing section and a descriptive route to the service page. Create a separate pricing guide only when the buyer decision, SERP shape and depth of evidence justify a distinct URL.
Build decision proof into the page
Correct targeting and page type create confidence only when the answer is specific. Review whether the page names its audience, answers the material decision, demonstrates relevant expertise and supports claims a buyer would rely on.
Google's guidance on helpful, reliable, people-first content asks publishers to assess intended audience, first-hand expertise, sourcing, originality and whether a reader leaves feeling they achieved their goal. That is a useful quality lens. It isn't a mechanical ranking checklist.
For a service page, proof might include scope boundaries, process detail, relevant examples, practitioner experience and the conditions behind an outcome. For pricing content, it might include inclusions, cost drivers, exclusions and a current date. For a comparison, it needs credible trade-offs rather than a conclusion engineered to sell one option.
When this review exposes vague claims or unsupported assertions, use the method for strengthening evidence and citation-worthy claims. Keep the repair tied to the decision. More words don't compensate for missing proof.
Keep the conversion path intact after the click
Now follow the journey manually on desktop and mobile. Start at the organic landing page, take the most logical next step and complete the intended action.
Check whether the page makes that step clear in context. Confirm the destination continues the same promise, works on a small screen, preserves trust and asks only for information the business needs at that stage. Test validation errors, confirmation messages, booking availability, phone links and event firing.
Then compare manual findings with GA4. Strong engagement with visits to a relevant service page but no key event may indicate offer or form friction. Key events with no CRM record may reveal broken routing or duplicate tracking. Short sessions aren't proof of failure because a reader can find a phone number quickly. Path data supports a hypothesis. It doesn't explain motivation on its own.
When the evidence points to navigation, mobile layout, trust continuity or form design, the repair belongs in website structure and the conversion path. When it points to query selection, content roles or measurement design, it belongs in SEO and content diagnosis.
Rule out causes that can mimic an intent problem
Search intent is one hypothesis. Before prescribing more content or a redesign, check the alternatives against business evidence.
- Tracking failure. Test key events, consent behaviour, call tracking and CRM delivery.
- Offer clarity. Ask whether the visitor can understand what is available, for whom and under what conditions.
- Proof. Check whether material claims and promised outcomes are supported for this buyer.
- UX friction. Complete the path on real devices and connections.
- Seasonality and demand. Compare like periods and ask whether the market or search mix changed.
- Brand demand. Separate branded and non-branded query patterns where the available data allows it.
- Lead qualification. Review whether the definition changed or spam distorted the count.
- Sales follow-up. Check response time, contact attempts and loss reasons after the enquiry arrived.
Treat each as a testable explanation. Without CRM, sales or implementation evidence, you can describe a pattern and recommend the next check. You can't claim a cause.
Keep competing explanations in the audit record so the evidence for each one is explicit and testable.
Choose the smallest repair that matches the evidence
Use the pattern across measures to choose the next investigation. This matrix offers starting hypotheses, not causal proof.

Prioritise a repair when commercial relevance is high, the evidence is strong, effort is proportionate and the likely buyer impact is clear. That may mean retargeting one page, consolidating overlapping articles, adding decision proof, creating the missing commercial page, repairing a key event or simplifying one form.
For the illustrative pricing group, the evidence may support a focused sequence. Clarify the article's educational role, add a useful pricing explanation, link to the matching service with fit criteria, repair any event issue and review qualified enquiries over the next full buying cycle. If the live SERP and query data show a distinct pricing decision that the article cannot serve cleanly, then create the dedicated page.
Record the repair and measurement window
Finish the audit with one written decision. Name the failure mode best supported by the evidence, the smallest repair, the owner and the measurement window. Record competing explanations that remain open.
We'll know the repair helped when the agreed qualified action improves for the relevant query and landing-page group without a decline in lead fit. Review Search Console, GA4 and enquiry-quality evidence again after enough time has passed for the business's normal buying cycle. If the signal remains unclear, the next step is another bounded test, not a larger pile of undirected content.
