Start with the buyer question behind the keyword
You want to plan content around a valuable search, but the keyword doesn't tell you everything the buyer needs to know.
Imagine someone asks Google AI Mode, "How do I choose an SEO partner for a growing service business in Perth if I need leads, reporting and help fixing the website?"
That person isn't asking for one definition. They're testing service fit, location, process, proof, measurement, website capability, risk and the next step. One oversized article would struggle to answer all of those jobs well. Eight thin articles would create a different problem.
The better planning unit is the research journey. You map the questions behind the decision, identify the best page and evidence for each one, then decide what needs to change.

What query fan-out changes in content planning
Google says AI Overviews and AI Mode may use query fan-out across related subtopics and data sources. Its newer optimisation guide describes these as concurrent related queries that retrieve more information for the original request.
The mechanism matters because a single complex search can create several retrieval opportunities. A relevant service page might support the service-fit part of an answer. A pricing guide might support cost context. A case study or independent review might help with proof.
Google doesn't give publishers a trace of the exact fan-out queries used for a response. A list produced from a tool, a search results review or a workshop is therefore a hypothesis. It helps you plan coverage. It doesn't reveal what Google actually searched, and it can't guarantee that any page will be selected.
Normal Search foundations still apply. Google's AI feature eligibility requirements say a supporting page must be indexed and eligible to appear in Search with a snippet. There is no extra AI-only technical requirement.
That boundary keeps the work focused on a useful, connected website built around a real decision, rather than speculation about a hidden retrieval system.
Choose one commercially important research journey
Start with a question tied to a real buyer decision. Sales calls, enquiry forms, Search Console queries and customer interviews are better raw material than a brainstorm built only from keyword modifiers.

A broad question such as "What is SEO?" would be a weaker starting point. It has little information about the decision, the buyer or the evidence needed.
Test the question against four conditions. It should reflect a real customer concern, connect to a service you can deliver, require evidence you can defend and lead naturally to a useful next action. If it fails those tests, don't expand it into a content programme.

Map the likely retrieval jobs
Now break the decision into a manageable set of research jobs. For the SEO partner example, useful families might include service fit, cost, comparison, process, proof, risk, location and next step.
Not every family belongs in every map. A location branch matters when local knowledge or service availability changes the decision. It adds noise when the service is location-independent. A cost branch is useful when scope and budget shape the choice. It doesn't require a fabricated price if the work genuinely needs discovery.
Build your hypotheses from several kinds of evidence:
- questions prospects ask in sales calls, emails and forms
- the pages and result formats appearing for the main question
- People Also Ask and related searches
- language used in reviews, forums and customer interviews
- Search Console queries that already expose adjacent needs
- SEO or AI visibility tools, when their outputs are treated as prompts for investigation
Record the source and confidence beside each family. A repeated sales objection plus a stable results pattern deserves more confidence than one suggestion from a tool.
Google's optimisation guidance recommends valuable, non-commodity content instead of separate pages for every possible fan-out variation. More URLs can spread authority, proof and maintenance effort across weaker pages.
Match each job to a page and evidence role
For each useful family, record the best current page, the buyer's intent, the page's role, the evidence it needs, the links around it and its conversion destination.
The SEO service page can own fit, scope and the primary enquiry path. A decision guide can explain how to compare providers and what changes cost. A case study can carry first-hand proof. A Perth page can explain genuine local relevance. The pages have different jobs, but descriptive internal links let them work as one research system.
Evidence has its own role. A claim that a process improved qualified enquiries needs a documented case, not another explanatory article. A statement about Google's platform needs a current primary source. A claim about reputation may need independent reviews or coverage rather than more first-party copy.

Decide whether to keep, refresh, consolidate, connect or create
The map should produce clear decisions about the pages you already have and the few assets worth creating.

Keep a page when it already satisfies the buyer's job. Don't rewrite it to mention every imagined query.
Refresh when the assigned page is correct but its scope, clarity or evidence is weak. Consolidate when several pages repeat the same answer without distinct roles. Connect when useful pages exist but readers have no obvious route between them.
Create a page only when the missing job is material and deserves a durable destination. A substantial provider-comparison guide might earn its own URL. A narrow question about monthly reporting may fit better as a section on the service page.
Seek third-party corroboration when independent evidence carries the claim. Reviews, professional credentials, partner listings and credible coverage can support reputation or identity claims more convincingly than first-party copy alone.
The right response to a coverage gap is often a stronger join or better evidence rather than another page.
Strengthen structure and evidence where the role is right
A correctly assigned page can still be hard to use. The heading structure may hide the main answer. Important service facts may sit inside images. Proof may be separated from the claim it supports. The next action may be unclear.
Google recommends useful visible text, crawlability, a good page experience and structured data that matches the page. Its generative AI optimisation guide also rejects AI-only tricks such as special markup or forced content chunking.
Use the structured content guide when the page role is sound but its anatomy is weak. Improve headings, visible answers, descriptive links and the placement of proof for people first.

Sometimes the constraint is bigger than copy. Navigation, templates and proof components can prevent several pages from working together. That belongs in the website design plan because the system needs to change alongside the content.
Build internal links around the buyer's next question
Internal links should follow the research journey. Place each link where the reader naturally needs the next answer, and describe what they'll find.
An SEO service page might link to a provider-comparison guide where a buyer is evaluating fit. That guide might link to a case study beside an outcome claim and return to the service page when the reader is ready to discuss scope. A local page might link to the same service without duplicating the entire offer.
This creates distinct roles. The anchor explains the service. The guide supports a decision. The proof asset substantiates a claim. The location page adds genuine local context. The conversion page gives the buyer a sensible next step.

Validate the map after implementation
Validation starts with what you can observe. Test whether the pages are eligible, whether your hypotheses still match the results and whether visibility and buyer behaviour change. Google's exact hidden fan-out queries remain outside that evidence.
Start with crawlability, indexing and snippet eligibility. Review the relevant AI Mode and AI Overview answers manually, while allowing for location, history and result variation. Check whether the answer is accurate, whether your pages appear as supporting sources and whether competitors expose a research job your map missed.
Google launched dedicated Search generative AI performance reports in June 2026. When checked on 4 August 2026, Google still described the rollout as limited to a subset of websites. Independent evidence is useful when its limits stay attached. The under-review preprint Measuring Google AI Overviews studied 55,393 trending queries across 19 categories during a 40-day window in 2026. Within that sample, AI Overview activation varied by query form and nearly 30 per cent of cited domains did not appear in the co-displayed first-page results. That doesn't establish the same pattern for every local or commercial query, and it doesn't prove a page change caused a citation.
Set a review date after a stable measurement period. Keep the map when pages and evidence still match the buyer's journey. Revise it when sales questions, result patterns, service scope or reporting show that a role has changed.
Maintain a connected set of useful pages that helps a buyer make a better decision. Review the map as the evidence changes, and create a page only when a material research job needs one.
